Heap is not an amazing tight end or anything anymore and at 31 with his history of injury problems, he’s also no guarantee, but when he’s healthy, he’s an adequate starting tight end. They got him relatively cheap, about 3 million per year over 2 years, and if he’s healthy, they won’t have to force 3^rd round pick Rob Housler into action too early and they can do some more two-tight end sets.
